Simply because, publishers will publish a book only when they expect to sell it. When they know there are readers for such kind of books. Only then they invest in marketing and other costs for the books. Also, some publishers do not accept manuscripts from writers directly. {{I dont specifically know about the Cook-book industry (but the above link mentions agents).}} So they ask for manuscripts from agents.
